Guidelines for Filling the Form
  1. Why should you give your opinion?
    The Draft Kuala Lumpur City Plan 2020 has been prepared by Kuala Lumpur City Hall. This plan will determine the strategic directions to guide the future development of Kuala Lumpur until the year 2020. You are invited to give your opinions in accordance with the provision of the Federal Territory (Planning) Act 1982 (Act 267) before this plan could be adopted. Your opinions are important to Kuala Lumpur City Hall (KLCH) in improving the Plan.
  2. Why should you use this form?
    You are required to use this form to facilitate you in giving your opinions and to facilitate KLCH in managing opinion.
  3. What are the contents of this form?
    This form comprises of 3 parts i.e. Part A (Your Opinions), Part B (Personal Data), and Part C (Attendance in the Public Opinion Hearing Session).
  4. What if you have more than one opinion?
    If you send in your opinions using the provided form, you can make copies of Part A and fill in your opinions. Attach sheets of Part A together with Part B and Part C and send in your opinions.
    If you send in your opinion via online, you can give additional opinions at the Additional Part section after verifying your first opinion.
  5. What is necessary to be stated in representing your views/opinion?
    Your opinions need to be related to the contents of the Draft Kuala Lumpur City Plan 2020.
    You need to specify the page /index plan number / site location as stated in the Draft Kuala Lumpur City Plan 2020 as reference to opinions in part A. This is to facilitate KLCH in making reference to the opinions represented.
    Your opinions need to be justified (with basis) and be stated clearly together with detailed information and related facts as support.
    Your opinions should be based on public interest and not individual interest.
  6. Why do you need to fill in your personal data in Part B?
    Your personal data comprises of your name, address and telephone number that could be contacted during office hours to enable us to contact you for the purpose of public opinion hearing session.
  7. Will your opinion be made known to the public?
    Your opinions are not confidential. All opinions could be reviewed by others at the website klcityplan2020.dbkl.gov.my/eis/.
  8. What will KLCH do after receiving a public opinion?
    All public opinions received will be heard and considered by the Public Opinion Hearing Committee (POHC) appointed by the Minister. The POHC will submit the Public Opinion Report containing matters that need to be considered by the Mayor in order to amend the DKLCP 2020. Once the Mayor has prepared the Amended DKLCP 2020, the plan will be presented to the Minister for approval.
  9. Why do you need to attend the Public Opinion Hearing Session?
    Those who choose to attend the Public Opinion Hearing Session will be given the opportunity to explain their opinions verbally to the POHC. Nevertheless, all public opinions presented will be considered by the POHC although you choose not to be present at the Public Opinion Hearing Session.
  10. When will you be notified about the outcome of the opinions have submitted?
    After the Minister has approved the Kuala Lumpur City Plan 2020, you will be notified about the outcome of the opinions you have submitted via letter or by visiting the website at klcityplan2020.dbkl.gov.my/eopinion/search_outcome.php.
  11. Where do you need to send the form?
    All Public Opinion Forms must be sent to :

  12. By what other options can you send in your opinions?
    Apart from using this form, you can present your opinions online (e-Opinion) at klcityplan2020.dbkl.gov.my/eopinion
  13. When is the closing date for submission of the public opinion forms?
    All completed forms must be received by 31st August 2008.
