RE: OFFICIAL NOTICE OF OBJECTION TO THE PROPOSED LRT TRACK AT BANDAR BUKIT JALIL ___________________________________________________________________ We, the Residents Association of Jalil Sutera (Pro-tem) hereby intend to put on record our official objection in writing to the proposed LRT track running along between Jalil Sutera, Bandar Bukit Jalil and the adjacent land (Asian Football Confederation’s side). We officially protest and object to the proposed LRT track to be constructed along between Jalil Sutera, Bandar Bukit Jalil and the adjacent land (Asian Football Confederation) (see attached map / DBKL draft plan Map number 285 [it should be Jalil Sutera instead of Bukit OUG]). We sincerely hope that our views below are seriously considered before DBKL make any final decision or proposal to the Federal Government for the construction of the LRT line: i. The proposed LRT track will cause serious disturbance to the quiet and peaceful enjoyment of the residents of Jalil Sutera, especially to those houses located beside the LRT track (along the boundary). ii. The proposed LRT track may potential danger or foreseeable danger or likelihood of danger to the houses located near the LRT track. This is a serious issue to be considered by DBKL; iii. The proposed LRT track may be harmful and dangerous to the children of Jalil Sutera’s residents playing within the compound next to the LRT track. As Jalil Sutera is a gated community, residents expect to enjoy a peaceful and safe compound for their children. Having a LRT track next to Jalil Sutera’s compound will be harmful to the children playing or cycling along the jogging track around the compound (where part of the compound will be next to the proposed LRT track). iv. The proposed LRT track will affect the houses that are next to it, because there will be serious vibration (no matter how minimal the vibration is) continuously and consistently on a permanent basis. If the vibration persists for a long period, this may eventually cause the structure of the houses to crack; by then, bickering over whose fault will be a lengthy litigation affair. Therefore, to avoid future litigation, this issue of vibration has to be seriously considered by DBKL; v. The proposed LRT track will definitely have adverse environmental impact. The residents of Jalil Sutera will be directly affected. There will definitely be increase in pollution levels, i.e. noise, air. In addition, there are health risks relating to long-term exposure to eletro-magnetic forces. These pollutions will be constant, and long-term, beginning from the commencement of construction and thereafter. vi. The proposed LRT track will seriously affect the value of the properties of Jalil Sutera, especially those houses located next to the proposed LRT track. Since the Jalil Sutera’s houses are there before the proposed LRT track, therefore, Jalil Sutera residents should be given the first right of enjoyment to the surrounding areas, including to protect the increase in market value of Jalil Sutera’s properties. vii. The proposed LRT track will have an adverse effect to and expose the residents of Jalil Sutera to so many unforeseeable danger, health risks and most importantly, ripping away the RIGHT to a quiet and peaceful enjoyment of the property. viii. Lastly, but not least, the proposed station at Bandar Bukit Jalil is not viable, and its proposed plan has failed to consider providing sufficient parking space for public to park their vehicles in order to benefit the LRT services. It is foreseeable that with the proposed construction of a LRT station at Bandar Bukit Jalil, it will cause massive jam and traffic congestion during peak hours along Jalan 13/155C (the link road between Lebuhraya Bukit Jalil and Jalan 1/155B). As at the current status, without a station, the main road is already suffering from traffic congestion due to residents parking their vehicles along Jalan 13/155C. Further, wrongfully located LRT track and/or station will bring higher density of population into Bandar Bukai Jalil / Jalil Sutera, and wrongfully located LRT track and/or station will jeopardize the proper use of land not in accordance with the draft development plan of Kuala Lumpur. We are informed by Bukit Jalil Development Sdn Bhd that the land adjacent to Jalil Sutera is proposed for the construction of a tennis academy. In view of this, the proposed track will be sandwiched between Jalil Sutera and the proposed tennis academy or whatever development that it will be in future. What have been put forward here will be equally suffered by the occupiers of the adjacent land. We would suggest and propose alternatives route and/or solutions for your consideration. We propose that the LRT station to be located at Kampung Muhibbah, near the Ladang Bukit Jalil India Estate or beside Bukit OUG Condominium (which is before Jalil Sutera). There are many low/medium costs apartments. The residents there are in need of a cheaper cost of transportation. As for the LRT track, it may run parallel along Sungai Kuyup, and it may continue from Seri Petaling station to Kampung Muhibbah. There is ample unused land and space along Sungai Kuyup. DBKL ought to utilise this land and reap the best out of it for the public\'s benefit, instead of the proposed LRT line squeezing through two pieces of developed land and gazetted land, one a high-end residential garden and the other a sport complex (national tennis academy in future). If DBKL insists to put-up the station and LRT track as planned, it is proposed as alternative; the LRT track should go underground instead of elevated or at ground level. We, as the residents of Jalil Sutera, are not against the Government’s plan to built more public transportation systems for the benefit of the people. We also have no objection to the proposal of putting up a station nearby Bandar Bukit Jalil. What we are seriously concerned are the many foreseen and unforeseen risks and pollutions that a wrongly located LRT track will bring to us, our neighbours and our children and all residents of Jalil Sutera.
